This document was elaborated by the Working Group on Statistical Quality of the Statistical Conference of the Americas of ECLAC, 2020-2021 biennium. The Working Group was coordinated by Colombia (National Administrative Department of Statistics (DANE)) and Mexico (National Institute of Statistics and Geography (INEGI)), while the Statistics Division of ECLAC acted as its technical secretariat.
Its aim is to guide the countries of Latin America and the Caribbean in the adoption and application of the United Nations National Quality Assurance Frameworks Manual for Official Statistics, considering the particularities of the region. For this, an unofficial translation of the manual into Spanish was carried out first, by DANE of Colombia and INEGI of Mexico, so that Spanish-speaking countries could access it. Subsequently, a regional assessment was made through a self-assessment questionnaire proposed in the manual as part of the methods and tools for quality assessment. Based on this assessment and good practices, a set of recommendations was generated for the implementation of statistical quality assurance.
In addition, three annexes are included. Annex 1 details the requirements and elements included in the adapted version of the self-assessment checklist for statistical quality in the region. Annex 2 contains the instructions for completing the self-assessment checklist for statistical quality in the region, which provides a basis on which the countries can establish a national quality assurance framework. Annex 3 is a glossary of terms that unifies the language and concepts of the guide to facilitate understanding and application of it.
