This document was prepared by the Working Group for the development of a reference guide on police administrative records of the Statistical Conference of the Americas (SCA) of the Economic Commission for Latin America and the Caribbean (ECLAC), for the 2024–2025 biennium. The Group was coordinated by Mexico (National Institute of Statistics and Geography (INEGI)) and had the Statistics Division of ECLAC as its technical secretariat.
What is the document about? It presents a regional guide to improve the quality and comparability of police administrative records in LAC, adapting UNODC’s Guidelines to strengthen the statistical production on security and justice.
What was done in the study? A mixed-methods approach was applied (document review, a questionnaire administered to 12 countries, and technical meetings) to analyze six dimensions of the Guidelines and to characterize which variables police institutions record and how they record them.
Contributions It offers a comparative baseline and recommendations to improve the standardization, digitalization, and validation of police data, thereby strengthening official statistics, decision-making, and security policy planning.
